Renting servers from a hosting provider
This console does not act on a machine at a hosting provider: it does not rent, resize, restart or delete it. Renting servers and installing the product on them for you is a job for the Odoo Management Plane, a separate product that rents the machine, installs the product, enrols the server the moment it is installed, and manages it from then on. The Odoo Management Plane is not generally available yet; see What the OMP is, and how to get one.
